Drupal developer, theme creator wanted for long-term, low hours project

I'm looking for a Drupal experienced developer for ongoing work on creating a resource / community site for the welfare-to-work industry. Some of the site will use out-of-the-box stuff, but it'll likely need some custom coding as well, so you'll need to be good on PHP. The commitment level will likely be up to 5 hours each week, so it can comfortably fit with another full-time role or with freelancing. I'm open to paying on retainer, hourly rate, equity, or a mix.

For reference, the site elements, in order of setup / creation, will likely be:

  1. Basic install and user registration
  2. XMLRPC link to CMS, possibly with a custom posting template for site content (tendering opportunities)
  3. Site theme installation
  4. Leech setup
  5. Subscription handling with associated permissions to site content, based on 13 independent site categories
  6. Complex, individualised newsletter creation and sending linked to user subscriptions
  7. Comments & Forums
  8. Knowledge base (use a wiki-style approach similar to druptest.providerweb.co.uk?)
  9. Social networking and personal info
  10. Online recruitment, advertising / classifieds and other features in response to user demand

I've set up a couple of test sites with some of these features, so I've got a fair idea of the work involved. However, I'm not a developer, and it makes sense to pay someone who knows what they're doing.

I'm also looking for someone to handle the theme design, so if you know someone who's good at this or you're a professional designer who knows how to handle Drupal themes, then get in touch!

Whoops. I got stuck into a freelance project of my own that took my eye completely off the ball on this. I'm back again now, and looking to hire a tech person on a fixed hours basis (say 3hrs/wk?) and a themer as a one-off.
